Hard2Get There are many from the 90's era. I can only assume that you didn't list them because there aren't enough releases of particular interest, but are aware of them.
Either way, this one has a couple of lesser known vocal tunes, but that are really, really good:

You mean when Jamie Ritmen was running it? I always thought it was just a continuation of it.

PecheyTheLizard I have to rep my fellow artists here in Ohio because they have been VERY busy lately with music and they definitely don't get the representation they deserve!

Justice hardcore is a really good label run by Nobody (Ohio) and Rob IYF (UK) and they have a multitude of artists signed to the label.

If you specifically want vocal happy stuff you'll have to browse around their store. Us Americans are notorious for our Hybrid hardcore genres, but I assure you we arent all EDM and Dubstep in Justice Hardcore! Check their online store out, I'm sure you'll find some stuff!

My personal faves from that label are (most of these are coming from their CD Albums):
-IYF & Nobody ft. Blue Eyes - What's Going On
-The Justice Hardcore Collective - Hard To Say I'm Sorry
- IYF & Nobody - Hero
- D-Code - Like I Feel (Rob IYF Remix) <--- really fun tune!
- Rob IYF & Nobody - Nangs
- IYF & Nobody ft. Roxie - Like A Prayer

Yeah a lot of these tunes have so e hardstyle influence, but most of them aren't too blatant. I honestly feel like Justice Hardcore deserves more love. But hey, that's just my opinion : p

Si Thompson This is a nice little Happy Hardcore label.

I apologise to your wallet :)
The drunken scotsman Futureworld has a lot of uplifting vocal tracks, particularly the older stuff when it first came on the scene around 07/08. From roughly 2012-2015 it was the only label where any of the bigger artists released their tracks. Worth checking out.

Sc@r Scarred Digital

DJIntensity Executive Records and One Seventy are the best along with Masif.

Other labels what come to mind

kazukism92 Taking outside of HU, Supersonik, Blatant Beats / Next Generation... let's talk about of

Klubbed Up
(EDM)

OneSeventy
(or Supersonik vs JTS, that does trend any Hardcore spectrum from 160 to 170)

Stamina Records
(for the Freeform edge)

Ninja Hardcore
(Euphoric Happy Hardcore)

Electric Fox
(The actual Together We Rise but with most fancy Hardstyle x Hardcore combination)

Project Badass / Energy Field
(Or... Cyrax's Freeform Mansion)

**FORGOTTEN BUT ALWAYS REMEMBERED**

Futureworld / Futurecore
(EDM)

Nu Energy Records
(Freeform to the Vain)

UKN Records
(Or the sequel of Quosh Records before to get Chris Unknown signed at Klubbed Up).
DJIntensity JTS Recordings and Recycled Records bother labels are very similar.
