It's only been stuck in my head for the last 25 years or so.
Very uplifting hardcore track sample in it is something like "on the otherside/upside love and happiness"
I reckon it was 92 or 93.
If anyone can help you will be rewarded with ...nothing except the knowledge you've helped clear my rotten brain of this frustration.
